Probably in the way that any person not too familiar with the Surfer (myself included to some degree) likely would:
1. They've seen Magneto handle the combined forces of X-Men and Avengers TEAMS at various points of his career, teams that have included heavy-hitters like She-Hulk and Thor going at him simulataneously.
2. They've seen Magneto perform admirably against uber-mutants like Apocalypse, weaker alternate version of Magneto even rending Apocalypse asunder at the close of one storyline.
3. They see a man who looks like he is either covered in or made of metal.
Riding a surfboard. And they've been told the Black Panther put, and apparently kept, this metal-looking man in a choke hold. Despite Black Panther having no discernible super powers or strength augmenting devices.
If that were the extent of what I knew about Silver Surfer, I'd think Magneto had a very good shot of winning this, too.

What Magneto can do, Surfer does it way better. And without their powers, Magneto is a man, Surfer is a hardass who can throw 'em with the likes of Thor and Hulk.
