Note how fast PT force speed is shown to be in that trilogy.

Their speed is shown to be fast enough to block energy blasts, Thor has also been shown to block energy blasts and he does it without precog.

Palpatine's TK was never shown to be impressive enough to take on someone like Thor. Ditto for superspeed. He's not even shown to be that fast.
