As I recall, it had to due with Thor's arrogance and mostly centered on him having to be a mortal in order to learn humility. So I'll say that one of the main factors for Movie Mjolnir is humility.
The question then becomes whether or not Goku is humble, and I'm willing to say, sure, why not? He's not that arrogant and has stepped down to allow others to fight before, so let's go ahead and call Goku humble enough.
Based on only that, I guess it's not out of the question for Goku to be allowed to lift the Movie version of Mjolnir.
Did anyone ever take away Goku's power for being a selfish greedy cruel little boy like Odin did to Thor.
