Hawkeye. Both have ridiculous aim but Hawkeye has the better stats and the more powerful arrows from what I've seen.
Start reading some DCnU GA. IMMEDIATELY. A lot of Ollie's impressive showings (like getting shot in the head and still living) is under a different writer, but Lemire's GA is one of the best books on the stand and Ollie (he used to anyway) had an arrow for pretty much anything.
Honestly depends on who writes Ollie.
Under Grell Ollie would take it even though he never had trick arrows. Quite frankly he just didn't need them. When a sniper had a bead on him that required a telescopic sight to get Ollie just put a normal arrow into the sight and knocked the sniper out with the gun but of his own riffle.
If that hack Winick is writing him then Clint cleans his clock.
With almost anyone else as writer it's an even money bet.

We're using current Ollie. Read the GA series. It's friggen awesome. Outsider war coming up. Should put Ollie over the edge.
