I think you're missing the point.
1. Clementine is slightly more mature. I could argue that end game season 1 Clem is just about as mature as beginning of Season 2 after all she experienced. She's not even a year older and she's still a scared little child who makes childish mistakes.

She left her gun on the sink when using the bathroom with no one there to watch it and ended up getting robbed which also caused Omid to get shot and probably causes Christa to lose her baby via stress and emotional pain. She had her little fiasco with the dog either trying to snatch food back from it or not feeding a starving wild dog and eating right in it's face. The only cool things she's done is be able to fend off a zombie or two at a time, runaway, and stitch herself up. She's still making mistakes
I'll agree than she's a bit tougher now and a bit smarter but she's still capable of making horrible mistakes and being a child. At least with Lara and Dante you have a dynamic change, a new origin. Their games were revivals of the character whereas Clem's was just a continuation of who she is and they've barely showed how much she has developed.
