At this time, I think Sam has the better battle feats. The 3rd Hobbit film may change that though.

I'm giving this to Bilbo simply because he was smarter in combat. Sam was more courageous but he kind of just charged in there. I also don't think that Sam can pierce through Bilbo's mithril armor that easily.
