Blades flesh isn't made out of concrete. He has joints, skeleton, etc. He is just highly skilled and strong. Pai Mei can definitely hurt him and defeat him.

Blade's more durable than any human, his body has been used to dent and break metal, and shatter concrete. That's more than Pai Mei has ever done, and Blade survived that shit. And he has a healing factor as well.
