IDK, assuming everything in GT is cannon and accurate, going by statements, Omega can destroy universes with one attack with little to no effort at all. Also, Super 17 was able to move INCREDIBLY faster than instant transmission, which is instantaneous. However, while I admit there are contradictions in DBZ, like Roshi busting the moon and them being surprised that Piccolo could destroy a city, but the contradictions in GT are ridiculous. One moment you have Baby Vegeta who was equal to SSJ4 Goku struggling to blow up Earth with his strongest attack, and the next you have shit like Super 17 moving faster than instantaneous, and Omega being a casual universe buster.

Anyway, taking statements, Bills's godly ki simply can't be exceeded by Omega's normal ki.

Also, Vegeta didn't do shit to Bills. He used his strongest attacks and winded up just as bad as Gohan, Gotenks, Buu, etc.

SSJ2 Vegeta caused more visible damage to Bills than any other character, as evident by the blood that slung from Bills' mouth in the wake of Vegeta's melee. He also tanked Bills' initial punch to the face.

Not saying Vegeta ever had a chance of winning, but he was still able to harm Bills to a degree, despite having no godly ki. If Vegeta managed to harm Bills, Shenron could as well.

Except he didn't hurt bills at all..he caught him off guard, Bills adjusted and one shoted Vegetta as he did SS3 Goku.

Again shows the difference between ki based mortals and God Power.

Bills wins because I just learned that he's fairy type. And Omega is a Dragon.
