I think Harry. He's got more passion for fighting and is more level headed in a scrap. For example, I don't see Hermione doing nearly as well in a duel against No-Nose.

That doesn't really matter. Voldemort was a genius and Harry beat him. Voldemort was the most powerful dark wizard in history and Harry beat him.
He's faster on the draw than Hermione, more willing to hurt/kill his opponent and just a better fighter.

Rowling actually explicitly stated that, books 1-3, Hermione was the better duelist, but Harry surpassed her by book 4 and only got more and more competent.
He's arguably even better in the movies, and he managed to seriously challenge Voldemort. He wins.
