Blackhole? Who said anything of a blackhole? The Astro Force is much stronger than that. Hulk also has his lows, so on average, I'd go with Orion, if they were to go all out.
If it were on earth, I'd take the Hulk.

also, Hulk's high end feats are things such as shaking up infinite dimensions with a punch (when trapped at the nexus of all realities), out-strengthing Onslaught (who was himself beyond all of Marvel's Earth based superheroes) etc etc...
Hulk's low showings are normally just plot devices whereas the high feats are (often) demonstrations of the power he possesses.
basically, being choked by a python/Rulk is contrary to the established character as far as feats and lore go. carrying infinite energies = long acknowledged fundamental aspect of his powerset.
oh and Hulk has held a planet together, with his bare hands.
I know Hulk's highs and lows. But my point is Orion has the ability to grow and even increase the power like holding planetS in the palm of his hand like they were marbles. The Astro Force has shown no real limits, but MOST of the time he hardly exercises that power. Like when he matched and contained universe destroying energies.
Also, Orion doesn't have to lay a finger, if he knows what he's up against. For example, if this is Savage Hulk, the Mother Box could simply calm Hulk down and turn him back to Banner. After all, it's what calms Orion down all the time.
sounds like the Motherbox is almost as powerful as Hulk, since Hulk has contained two universes of energies, has infinite energies/power (as stated by The Beyonder, amongsts many others), has clapped away universe destroying energies...
I don't see Orion out powering Hulk, really. I can see a bfr, but not a beatdown.
as for the calming Hulk down, won't achieve anything that way either. seeing as it was Banner who TKFO'd Abomination with one-punch, how all of the WWH arc was hammering home the fact that Banner IS Hulk and Hulk IS Banner, that there's no difference in power in either form.
I'm saying that even if it did 'work', what effect would turning Hulk into Banner have exactly? wouldn't make him any less powerful, put a bullet into Banner's head and you get a pissed off Hulk in your face, no such thing as killing Banner.
further, as you say the MB is near infinite, Hulk's power is infinite, ergo, MB < Hulk.
didn't say he was, was just showing that if you want to present a character's fullest capabilities, well ... you have to do the same with Hulk, and then of course Hulk >>>> everybody under Skyfather (and quite a few Skyfather levellers too)
of course everybody can be beaten, but saying Orion would overpower Hulk is denying what Hulk is... absolutely unlimited brute strength and energy.
