Tom gets ROFL stomped by Lucifer. Lucifer has slaughtered pagan gods easily and his presence on earth is signalled by tsunamis and tornadoes. He made Castiel an angel explode by clicking his fingers. Remains unaffected by time and lots more. Voldy gets demolished, slaughtered, pulverised, shredded as a consequence for thinking he can beat Satan the root of evil.

Most likely closer to an Archangel blade than an Angel blade.

As Lucifer created the First Blade for his murderous rampage, it'd be improbable that it would be unable to kill an Angel. Adding to that I doubt Lucy would create a weapon that could kill himself. While it could be possible that the Blade can slightly harm himself like the Colt, I wouldn't wager much on it.
