It was felt by powerful figures of both the Jedi Order and the Sith Empire.
Given the Force was shifted enough for people to care a lot, I assume even the lower ranks felt it too (so a large majority of the Order at the very least), so yeah.
It's pretty much is.
The first can be credited to something like the destruction of all those dead in the DD novel, which I recall the Jedi felt as a disturbance.
The latter is really only up there with entire sides of the Force being tilted one way or another.
But good to know Maul can be fellated to new and unprecedented heights with this revelation.

Except Lana Beniko specifically told us the disturbance she felt was Revan when he arrived on Rakata Prime. 😬

Why would it be plot related in any way, it makes no difference for the characters to suggest they too felt a disturbance. Satele Shan only sensed Revan while she was on Yavin Four, and he was, you know, preparing a ritual to wipe out all life in the galaxy?

Or that Revan didn't want them to know about his return until the time was right, while he had plans for Shan and whatnot to die to help fuel the Emperor's return.
And no, Shan emailed the Knight and told him that she felt a disturbance in the Force and was going to investigate. This was still during the Forged Alliances.

And the characters suggesting they feel a disturbance too doesn't change that in any way, shape, or form.
So basically you have no proof that the threat Shan sensed wasn't simply the Revanites, or even that a close Jedi colleague of hers was plotting to betray her? Or the fact there were hundreds of traitors in her fleet?

Unlike Shan and the rest of the gang, Revan made it pretty clear he didn't want the protagonists getting in his way. The fact they didn't sense the disturbance may be due to the simple fact Revan didn't want them to.

It's possible, but given the massive disturbance in the Force that Beniko and Spindrall were feeling was attributed to Revan, I'm going to go out on-a-limb (sarcasm) and say Shan felt what they were feeling.
I have no clue why you're being so hostile but it's amusing.
