Maybe I'm ignorant, but what exactly has Gandalf done? All I remember is petty tricks, blinding Orcs at Minas Tirith, limited TK in his duel with Sauron, and slaying Bel-Rog? Is that it? Wasn't it implied that the Witch King was more powerful than him?
Gandalf doesn't compare to Palpatine in melee combat, intelligence, powers, or really anything for that matter. Palpatine>>>LOTR characters.
Dooku and Vader, who could stack up nicely with Gandalf in their own right(superior, methinks) were petrified of Palpatine's power.

The point being you and all the in-universe LOTR characters get fully erect with fear whenever Sauron's mere name is mentioned yet he's done nothing worthy of such intimidation.
A mortal who was stated to be 80 percent of Palpatine himself by that point and who has actual feats worth mentioning and is the face of his franchise.
Sauron is, essentially, all hype.
