I've never understood why some people think of Dooku as a top tier character. He's firmly established as not really being in the same league as the best guys in his era, his showings are utterly drawfed by a large number of people in the EU, and he never really had that aura that the great heroes/villains of the mythos possess, that feeling of being extraordinarily powerful/talented. I'd imagine there were hundreds of Force Users that were more powerful than Dooku since the Dawn of the Jedi, and he's certainly not close to the truly top tier guys, and that's excluding the God tier characters.
I think it's a combination of him holding off Yoda, his good showings in two-on-one Kenobi and Anakin fights, and people speaking highly of him as one of the more skillful Jedi before he left. Even so, I likewise think people put him a bit high and not on the truly top tier.
