If they're in the same universe and it's shown that they have access to the same power, and it's been repeatedly shown even by palpatine that force augmentation is a common ability. As seen in his fight with windu how he was able to perform acrobatics, and jumps that you wouldn't see form someone of his age.

One person is all it takes. It can take one person to start a school wide rumor. It can take one person to spread a deadly disease. All it takes is one. If Sidious is more powerful than qui gon and Obi he can do the same things as them, that relate to the same established force powers. Force ghost doesn't go with dark siders who stay dark siders. That's why Anakin was able to be a force ghost since he changed at last minute.

Him being or not being that one person is irrelevant. That ability is a simple ability to do. It's force augmentation. Any force weilder can do it. Palpatine is the strongest force weilder and has demonstrated force augmentation in all of his fights.
To take out 3 Jedi masters all of which who are on the high council. That shows amazing skill and speed.

Keeping up and crushing maul, holding out the ataru frenzy of yoda, speed blitzing 3 Jedi high council members, keeping up with a 100% amped windu with his own sped and power, fighting so fast that Anakin said he was fading in and out of existence. He definitly has combat and sprint speed.
Seconds. He took them out in seconds. When he landed is when you start it since that's when his official attacks begin as we see windu gets ready, that's when the battle officially starts.
