Getting content early/free is more then enough reason to pre-order a game imo. Even if it will only be a $5 DLC later on. You're only paying retail price weather you buy it out right or pre-order it but if you can get a free bonus then you're getting more for your money. I Pre-ordered Disney Infinity 2.0 and Shadows of Mordor. I didn't pay for them. I took in a stack of old 360 games that I didn't play and got $140 for them because I chose to put them towards these games. So not only did I not pay cash for them but I get a free figure and the two DLC things for Mordor.
In this case getting Goro for free makes me want to Pre-order this game because I would love to use him against my friends. I know they wont pre-order it. lol
Then you have people that use the Pre-order system like a "layaway" service because they want the game but can't pay it all at once.

Looks awesome, though not legit like that Ermac image I posted awhile back that turned out to be just fan art, and despite Tremor's ever growing popularity (which I guess being another ninja helped with), Ed Boon's been rather adamant so far about not bringing him back as a full character or anyone from MK Special Forces which he considered a failure (and it was).
