Actually they were only hopeful about the other two monsters. This was clearly proven against Godzilla

No, it wasn't since this amount of force was never used against any of them.

Godzilla was ko'd by far less than this force so only focusing on nukes is silly.

No IIRC at that point they were hoping to kill Godzilla in the blast too. That's why they mentioned the 1954 attempts. It wasn't until the MUTOs stole the nuke that they started relying on Goji.
