1:53 we see his guard is clearly down and can't ignore the previous kick against the physically less imposing Maul. The kick does no real significant damage either and just knocks him backward.
2:09 we clearly see Palpatine land another kick and Savage doesn't budge this time due to him having his guard up just as I theorized in the previous sentence.
3:18 yet another Palpatine kick and Maul barely moves back.
3:25 we see maul kick Palpatine. Looks around the same level of effectiveness in battle.

As you can clearly see his kicks are only impressive when the opponents guard is down. The majority of the time he isn't physically impressive.
All it takes is one Boolean gun blast or a few blasts from his rifle.
