Because he was in no danger of being hit. He had a gun that took down ships instantly, and another rapid fire gun, and lots of cover and space to move around.
Cap was in a cramped elevator with one arm locked above his head, getting cattle prodded constantly, and surrounded by about 12 or 13 men who were actually hitting him. And he beat them in less time than it took Khan with his small arsenal and Kirk, Spock, and Uhura helping him to beat the Klingons.

Cap took on Loki without a scratch, you think those soldiers are going to even phase him? Cmon man. Be real.
As durable as he is, 10 guys pounding on him and zapping him with high powered cattle prods(more than likely over 50,000 volts, and he gets zapped a couple times) definitely would have an effect. You know it would, saying different is just silly.
Also he was strong enough to overpower a super magnet and strong enough to force open and closed elevator doors with one hand. Then he just casually jumps out of a reinforced glass and falls a hundred or more feet...no biggie And he took on Loki by rolling with the punches and dodging.
I remember the scene. I remember Khan missing Klingon's, then hitting a few. Klingon's missing Khan and the Enterprise Crew constantly, him blowing up a ship, etc, etc... It's not as impressive as the elevator fight, and certainly him blasting a ship isn't as impressive as Cap taking down a quinjet with his shield.

So the director of the movie was supposed to make a unrealstic fight and have Khan one shot everyone instead of make a battle scene? So basically you want Khan to have hit everyone and the battle scene have lasted 10 seconds..
Khan weapon takes a ship down.
Cap's shield took a ship down.
Your comparing irrelevant points. Did Khan have Cap's shield? No. He had a laser. Did Cap have a laser, no he had his shield..comaring one to the other is like comparing apples and oranges.

I'm just going by what happened on screen.
And are you seriously comparing the two? Khan literally had to point and click to take down a ship.
Cap while riding a speeding motorcycle threw his shield with enough force to take out an engine, flipped up onto the ship, ripped his shield out(throwing it hard enough to punch through military grade steel is also a good feat), bopped it off other important parts of the shield(showing tactical brilliance and comic Cyclops levels of vectors and trajectories) and took it down in a very short amount of time.
That's not as impressive as Khan pressing a button though. Certainly not.

This is how stupid this sounds. I'll throw it back to you another way so you can see the ignorance..
Was it impressive that Cap one shots and throws humans like rag dolls?
Yes it was. It was impressive that Khan did it, but considering how much easier Cap did it and how much stronger he looks in direct comparison, Cap is more impressive.
But you can directly compare 2 super strong people through feats. One guy sends a guy flying, one guy sends a guy flying. But the one who sent the man flying farther and easier is clearly stronger. Savvy?
You can't compare pointing a big ass laser and firing it to using surgical precision with a shield to take down a jet. One is clearly more impressive than the other.

Where did I compare feats? I asked you a simple question, Is it impressive that Cap tossed and punches people and sends them flying like rag dolls.

Obviously you have never shot a single gun on the move, fired from the hip, not aiming; and hit targets while being shot at. If you had, you would know how impressive that is. As high as you speak of spec ops, its funny you low ball that feat considering thats a spec ops soldier dream to run and gun, not aim and hit targets on the move from the hip without aiming.
