The goblin beats the borg just because hes badass enough to do it.
Near superhuman strength, speed and the smarts to beat him.
Weaponry matches the borgs to great fight actually, but Stormin Norman has flight, which is an advantage.
Hal gets beat by loki or jugs
MM is the biggest threat though, intangiblity is a hard thing to counter. But I see loki beating him.

Borg can fly, actually, but not like the Goblin.

By that I mean the Goblin Glider is more effiecient and faster, than Cyborgs.

Well Im going with Loki, magic & matter trumps speed and strength, especially as his major weakness is magic.

Magic's not that big a deal.
Much as i enjoyed screwing around in it, the Hellstrom/Supes thread is chock full of examples of Supes doing quite well against magic. Worth a read!
