Lol, 99% of the active heroes on Earth probably reside between high-meta and low-street.

Rogue stomps. Doesn't matter what tier they are in...adding their powers to Heralds and trans tier beings makes this a complete stomp in her favor.

Fodder is still fodder.

Stacking fodder with more fodder doesn't change the sad fact that elite heroes by their lonesome like Thor, Hyperion, Hulk, Surfer and etc are more powerful than the vast majority of Earth heroes, who are probably in the high-meta and below.

In fact, if a high herald were to let off a planet destroying attack, I can see the vast majority of Earth heroes being vaporized, because almost no heroes below mid-herald have planet-wrecking durability. Maybe a few. But 95% of them would die.
