The stare causes people to
feel every pain that that individual has ever inflicted on anyone else innocent in their lifetime.
I'm pretty sure Batman can deal with what he's done in his life.
I've said it before, and i say it again, as a GR fan, the PS is not all powerful.
It has limitations. People it wont work on. If a person feels they've done their best, they wont have as severe a reaction as others.

Sorry you dont like the Deadpool feat, but its a fact.
And if you're going to dismiss it based on not liking it, then i simply dismiss the effects the PS has on Batman. The PS will work, but much like the Punisher, Batman will suffer no damage from the effects.

That's not a good argument. Deadpool never took on the MU, that's non-canon.

Contrary to popular belief of casual readers, the Penance Stare works by making you feel the "Suffering, and Pain" you caused others. Has little to nothing to do with guilt.

In fact the Penance Stare has worked on multiple people and beings who feel no guilt. Including Blackheart himself. Only character who is plot protected from it is Venom and it never been explained why he is. The 90s showed Venom clearly feeling pain from the PS, yet recent Venom caused it to backfire on Blaze for no real reason.

Also the Penance Stare worked on Deadpool. Wade was clearly down on the ground and Blaze stood around for a time till Wade snapped out of it. Deadpool is not immune to it at all.

Back on topic.The penance stare wont work on Batman on the basis that it works by making the mind relive all misdeeds at once.Blackheart got empowered by it since he is powered by misdeeds.The penance stare backfired on Venom.Though Venom still got hurt in a way.But it knocked out Ghost Rider in the process.
