I don't care about the prep or not. Was he in front of Bor when it happened? The only thing I can remember about that scene is Bor walking through the snow and then being transmuted into snow.

No, that was not my counter to Loki no-selling Rogue. It was my counter to "Loki beats Vulcan, because Rogue"; i.e. a counter to an argument which made no sense.
[Somewhat off topic: We know Rogue CAN absorb Thor (aesir/gaean hybid), Hulk (gamma-powerhouse), and Juggernaut (magical avatar). At the same time there's evidence she cannot absorb Loki (jotun) or Ares (olympian). Therefore her limitations are not so much based on the power level of the target as they are on how "alien" the target is. Hulk, Juggs and even Thor (through Gaia) all have a human element in them... Ares and Loki do not. Vulcan's powers, on the other hand, are not affected by whether or not the victim is alien.]

I told you from the get go i read pieces of it. That's not a battle scene. Don't know how Loki was able to just transmute him like that. The showing is vague. I'll read the story to get a better understanding. I know one thing, Loki is a blaster. Hell, that attack he used against Bor looked like an energy attack.

Loki was able to transmute him like that because of his magic. That page even mentions how Frost Giants only have minor and subtle magicks so that we know the context of the scene even if we know nothing about Loki.
Then Bor tells Odin to find the most powerful sorcerer he can. Again, Bor tells Odin to find the most powerful sorcerer he can. He might be young, but let that sink in while trying to argue that Loki is somehow going to lose to Vulcan

He obviously used a spell, almost everything he does is a spell. Here he easily brings back Bor and also casts a spell to mess with his perception:
