Yup. That was a horrific but canon issue. I say T1 based on that and the fact that they have Captain Universe and it seems like she's the Avengers most powerful member.

A issue be canon dont mean it is a proof of anything. This could be PIS.

Its okay to say Avengers wins. But say Avengers wins because Wolverine fighted Gladiator is hard to understand...

Do you think annihilators used their "abilities or skills to the fullest extent as shown before" ? IF not, then you cant use this...

He drained Hulk more than one time. Say he will not do that in a forum fight is ignoring the "non PIS" rule:

Not really. Because in most of those instances, he doesn't go looking for a fight against Hulk. In IH 250, he was specifically looking for draining Hulk's powers to get past Galactus' barrier. In SS 125, he was a emotionless being who was looking to cure Hulk even though it would kill Hulk. In character he wouldn't drain Hulk, not in the midst of a fight where it would put Bruce in danger.

And saying that he would do so and endanger Bruce's life is ignoring in-character rule. Surfer isn't a ruthless killer who goes by placing one of his best friends in danger. Reading comics helps, y'know.

Nova teleport both Hulk and Iron Man off the field. That leaves two Annihilators extra to fight the Avengers. Annihilators are way more versatile. Hyperion and Blue Marvel have the same powerset. Thor and Captain Marvel have more to offer but so does Surfer, Nova, Beta Ray Bill, Quasar, and Ronan. These guys to open portals, create force fields, energy drain, energy manipulate, transmute, etc.

Iron and Hulk? lol. Both can be drain of their energies, encased in force fields, or space dump via star gates or quantum dumps.

Don't be obtuse. I'm not saying he wouldn't drain Hulk, I'm saying he wouldn't do that in the fashion you're describing.

That would be totally out of character for Surfer. Reading comics would help, y'know.
