Since the reboot, it's important to remember that when it comes to bullets, they might be strong enough to nick his skin, but they do flatten, so they are hitting his muscles, which in themselves seem to be bullet-proof. That, or another layer of his skin.
He's taken multiple hits from AK rifles and all they did was piss him off.
