Energy manipulators who can do more than just shoot blasts [i.e. Green Lanterns, Surfer, Firestorm etc.]

Surfer, faster than any other heralds, when he wants to be. Falls off his board, when Marvel can't think of a way to stop him.

Surfer w/o CIS would probably bump himself up a couple of tiers. He can absorb all sorts of energy and enhance his "physiology" to accept and contain even more energy, he can see and travel into the past and future ... Basically he could destroy Flashes and other speedsters because he's mentally fast enough to match them and physically more versatile with time travel + superspeed + super-strength + energy and matter manipulation + soul eating + energy draining/siphoning.

Surfer would be Galactus-lite, sans CIS.
