I think the US is completely responsible for all of this shitstorm.
3 things that directly or indirectly caused the rise of Islamic State idealogy:
1) The Iraqi invasion itself (US completely disregarded the internal conflict between Shi'ites and Sunnis, for personal gain),
2) The ousting of Saddam Hussein, and
3) The lack of any post-insurgence operations to stabilize the government of Iraq.
The US ground troops should've never left Iraq in the first place.
This is arguably Obama's worst decision as PotUS.

It was not Obama's decision to make. Bush and al-Maliki signed an agreement in 2008 which determined the specific date by which American forces had to completely withdraw from Iraq. Any American soldier in Iraq after that date could be tried in Iraqi courts for any charge the Iraqi government deemed fit. Ignoring the agreement and remaining in Iraq unwanted would have been far worse.

What's funny/sad is that a few years ago when Hamid Karzai was refusing to sign the forces agreement that would keep Americans in Afghanistan, Al-Malaki actually paid him a visit to try to convince him not to make the same mistake that Iraq made.
