No. The guy made it a point not to turn his back on Riggs. Riggs was adamant that Murtaugh needed to distract the guy so that he turn so Riggs could get a shot at the valve.
If dude has only Bill to focus on, you really think he will turn his back on Bill? Get real, man. He won't. Also, Bill was no marksman, even IF he got a clean shot at the valve he might not hit it as easily as Riggs did.
Number two is key. Number two is what wins it for flamethrower dude.
