Considering you are undoubtedly one of the most biased posters around how do you spit this stuff out without chocking on it.
First of all a bias poster calling other people bias posters is calling kettle black.
Second, weeding out people means kicking people out, so you would be a horrible mod cause anyone who knows anything does not start kicking out the core membership still holding the flag and keeping this place alive. Anyone who wants to come in and start "weeding out" is the wrong person for the job.
Third, Bada and Pr and the best of what we have left. I highly doubt they would allow new mods, if there was any to come in and start kicking people off the board. If you gonna cry about mod rulings on posts, I highly doubt you are the man for the job.

Being a mod isn't about policing a forum, it is about increasing the view count per page per day and generating more unique visitors per day. You don't start kicking people out of the forum because posters, and subsequently the viewers they attract are your life blood of the website.
In fact most website admins want lively posters that generate more posts per thread, and or attract more attention view google key words for when others are searching for them. These are your key members you don't want to lose them, they only become a problem when they start losing you members/views.
What most admins/mods struggle with is generating active member count, and increasing their unique views per day. This can often be remedied with things that actively engage the forum population, and are openly inviting for new members to join in on without feeling it is exclusive to long term members.
Newsletters, forum awards, special titles, getting "celebrities" to post on your forum, and or do an ask me a question hour. Anything that actively generates interaction between the target population, and your website while simultaneously instilling a sense of value of them.

Those would all be lovely things to do, but at the same time, policing is part of what we have to do, because a small amount of people can't act like adults.
we don't like doing it (except bada), but it's either that or just ban people.
i'd like to do all of the positive stuff, obviously, but until raz comes back, that isn't happening. Our hands are somewhat tied.
I like the ideas you have though, so I wouldn't mind seeing them implemented in future.

You could also implement weekly activities such as a CYOA that is super hero themed, a mod could be the host of it each week. Other activities could be things like art/painting competitions, or contributions where the board then votes on their favorites. Winners are given a special titles, or a medal that shows on your posts.
There are many ways to interact with the forum population without monetary incentives, could also change the look of the forum. Comic reviews, monthly newsletter that writes about the big themes going on in the comic industry both inside and outside of the comic. You could email writers for their opinions and then include them in your newsletter, many options.
