Yes, I feel the same way. The only excuse for this would be if he got the tattoos before he became the Joker. If it's after, it's hard to believe the Joker would allow anyone to tattoo him except for Harley.
What's ironic would be if Leto goes over the top with the character and completely fails to capture the Joker because he was going for his own take on the Joker.

Now, take this scoop with a grain or two of salt (or as much as you'd like), but a reliable source has told JoBlo.com that the actor may have been cast as Aquaman's archenemy, Black Manta.
In the comics, Black Manta turned down joining Amanda Waller's Suicide Squad a couple of times, and was part of the Secret Society of Super Villains. But DC and Warner Bros. do have some wiggle room for the big screen take on the character since he really doesn't have a fixed comic book origin.
If true, Black Manta probably won't have a huge role in SUICIDE SQUAD, but will likely have a bigger part in the planned solo Aquaman flick starring Jason Momoa as the King of the Seven Seas. As to who will helm the film, the latest rumor is FURIOUS 7's James Wan is being eyed to direct AQUAMAN. Do you want Common to portray Black Manta, or would you rather see him play a different DC villain?
SUICIDE SQUAD will be in theaters on August 5, 2016, and AQUAMAN is scheduled to be released on July 27, 2018.
