What does this have to do with the topic? Also, we don't argue solely based on character, and power set, we get our examples from the comics themselves. If not there wouldn't be very many characters that could actually defeat the Flash. When Superman is having a hard time with another character on more than one occasion, it is acceptable that he would have a difficult time with them again, and thus we can argue that he would. It's in his character, because having the power does not automatically mean that he is a genius at making war.

Most of the time in Superman's case he holds back, which has been stated by him several times.

So Superman holding back, Surfer being a pacifist, Flash being a hero, Hulk running the gamma maths constantly - these guys aren't stupid (so not CIS) nor are they under PIS. They hold back.

That is CIS though, it's a part of their personality.

It falls under CIS 🙂
