Two things, H1:1) You're posting the Youtube videos incorrectly. You need to remove the section of the URL before the single "/" (in the case of your second post, beginning at the 'qt' until 'WQ' at the end).
2) We don't begin the battle in close proximity so that scene from Days of Futures Past where Quicksilver beats down all the guards in that kitchen doesn't mean that once you start running everyone else on the planet actually moves that slowly. It's relativity. We'll be moving at normal speed. We might appear to be moving slow to you but you'll still need to travel to where we are in order to interact with us. I'm gonna be armored and underground building my army long before you find me, or likely anyone else involved in this thread.

I would probably need the speed of 99.9% of the speed of light to win then. Would that still be considered low herald?
Light can circle the Earth 7 times in less than 1 second. I could simply kill or wipe out all males between 20-45 in your radius before 1 thought enters your mind.
Well, what do you think? Would someone who can travel at 99.9% the speed of light be a low herald?
As a comparison, Jay Garrick, the slowest of the Flashes, tops out around Mach 10, I'd say, with the Speed Force. Without it, he was Mach 1. He's tricky with his powers, inventive, not as good as Wally, but he's no dumb slouch.
And we have him as a Low Herald.

I use more current characters since QS has gotten an upgrade. Also him dodging lightning with ease overrides him getting hit with it since either he can dodge it or he can't.
