carv, I don't think you understand what Max's global TP rift actually is. It has nothing to do with targeting a specific mind or sorting through billions of minds. It's a telepathic wave that simply sweeps across the planet, thereby affecting every mind on earth nigh-instantly.
But like DS said: I'm not in this, so stop worrying. 😉

He doesn't have cole's experience: but he's asking for the ability to manipulate electricity and is using cole as an analogy of what he could do.You don't have any specific character's experience: but you understand, instinctively, how to utilize your power. You don't have to figure it out or activate certain aspects (unless your power works as a completely reactionary thing, ala Darwin).
What I was trying to limit was something like Emma Frost's level of skill in by-passing a Psi-Dampener, not making everyone a complete noob from the beginning.

I understand that. I was more inquiring as to whether or not global-range TP is allowed here.

👆Allowed.
I am quite possibly the only threat to Delph at the match start. Other than Golgo, noone else could even find him in time. Since we get to use multiple character feats, he's not completely safe even if goes digital. Some telepaths have effected digital consciousnesses before, like the Cuckoos.

Maybe, maybe not....the global TP field would have to be on constantly, however, and we know how it strains a Telepath. Even Xavier needs cerebro, after all.If not, predicting where I'd appear in the world? Tricky. Very tricky indeed. Cloak was able to move freely during the Civil War, and that was in America, whilst being hunted by top comic brains.....

Well, I wasn't even going for the global insta-kill(wanted to keep things interesting).
Here was my plan. A 50 mile radius is far, far more than enough geographic information for me. I won't need an in depth globe scan, because this contest will clearly be the most important thing in everyone's minds: you will be mentally screaming your plans at me. Finding anyone is easy. I will mind control Delph or Spot into working for me. If I can't immediately succeed for whatever reason, I am opening up "alliances" with the other combatants. From there I'll mentally force them to forfeit, or keep them around to help fight tp resistant people for me.
*by "alliances", I totally mean you will work for me completely, but I'll leave your personality and stuff in tact.
The main threat to me are speedsters that may KO me superfast, Golgo if he decides to interfere, and Captain Britain if he is still allowed. Spot will be annoying if I can't catch him in time too.
I need a clarification, B-Dub:
These GPS trackers you've given us. Does it show us everyone at the same time on the planet within an approximate 50 mile radius of their location (as in a global view of everyone participating simultaneously), or does it only show who is within 50 miles of your present location (50 mile range)?
