Ok, I have my pick.
I really wanted something esoteric; a humble character with, like, power draining or power transfer that I could use to f*ck with everyone. But there's too much variety in the types of power, although there are enough mutants that I could have some fun there. But it's not an assured win, or even a likely win.
My #2 choice, once my Kang thing was banned, was Ray Palmer's shrinking ability. Would been lots of fun, but far more of a challenge. I'm not sure I could win with him, but it would be fun to try.
But the answer is Hawksmoor. I'm picking his ability to manipulate cities.
1. I live in a major city irl, so I instantly weaponize it into a city-sized mech suit.
2. Simultenously, I instruct my city to scan my GPS device, along with its frequency, and then I commune with other major cities on the planet to scan for and identify others. Forget 50 mile radius, if you live in a city (and I'm guessing that's most of you), I know exactly where you are. So anyone in a city is going to have a building or two, minimum, caving in on them as soon as I'm able. And you'll also never, ever be able to hide from me in any sized city.
3. I then begin traversing the landscape toward other major cities, absorbing them into my battle suit. Within a couple hours max, I'll have absorbed half the cities in the US. I'm going to have my own gravity field from the sheer mass.
4. My first priority destination: San Francisco. Let's see how Delph's dystopian villain lair handles being stomped into the Earth's core by a city-mech the size of a small moon.

I'm not unstoppable, and there would be some challenges. But for example, I'm confident that, in a city setting, Jack's control trumps that of Jeffries or Magneto.
And I don't mean to pick on Delph. But who else is prepping hard? He seems to be the one trying for the most eventual potential, even if it takes some time to get his war machine running. {edit} I may need to learn of these alliances more. Delph may not be the first priority after all.
But we make threads about Jack and we'll put him on Coruscant or Cybertron, and the consensus in those threads puts him at or above high herald. I wouldn't be quite that beastly, but if you fully unleash his power set with morals off, allowing him to displace cities, there's almost no power set at this level that's going to pull as much raw power. Some kind of prep or trickery might be the answer, but good f*cking luck figuring out how.
Palmer would have been the scalpel. Jack is an oversized hammer. I dislike taking a brute force approach when a more elegant one may be available, but I don't know quite enough about Palmer to feel confident with him.
Wait, so power dampeners are out? Does that include TP blockers?
That was the whole reason I was even focused on Delph. He'd be invulnerable to me until I trained enough to use shield busting telepathy feats. DarkSaint, you are now taking me to Spot world with you buddy. Delph can wait. I want to deal with these speedsters, if they don't take me out early.

Yeah, I'm still regretting not picking Ray. But I would have had to dig up a lot of scans, since his (very old) respect thread is mostly worthless. I don't want to spend too much time on this thread, so tourney-style research was where I drew the line. Thus, Hawksmoor instead of Palmer.
