1. There's never been ANY hint it takes effort over distances. Nightcrawler, yes, Cloak has the issues of mass, but never Spot. If it was even a limitation, there is no proof. This isn't a no-limits fallacy, it's never been alluded to. Hawksmoor only managed to wear ONE city - Tokyo. Can he wear more? I don't know. There never has been any proof to say he CAN'T, however, or even whether wearing one city strains him, if at all. As you said, numerous orders of magnitude further, however.
2. Cloak, who ALSO ports using the Darkforce Dimension, has showings with no distance limits. He could go from the N-Zone at the end of Civil War, to NYC, for example.
What do you think the chances of locating you within a radius of 50 miles is?

Hawksmoor has done the city-suit thing twice, not once, and the 2nd time was a future version of Tokyo that was larger and more advanced than anything that currently exists on Earth. I have redundancy with my feat, and plausible backing for what I'm doing. At worst, I could wear a few cities, which still makes me easily powerful enough to do everything I've claimed.
This "proof that he can't" line is something you've used a couple times. I'm uncomfortable with it because it puts burden of proof on the refutation, not the claim, which is the reverse of how it normally is (and should be).

How much larger was the future Tokyo? And it may not even be a question of size - convincing/controlling more than city to be worn as a suit, may be impossible for him.

Anyway: "God of cities" is a pretty literal statement. The Authority were often written as a sort of metaphoric pantheon.
For argument's sake, the 3-4 biggest cities on Earth are still more than enough to do what I'm proposing. And by taking them one at a time, I wouldn't be putting all my eggs in one basket. He can quickly port between cities anyway, so leaving some around the landscape would give me greater mobility.
However, I still say he can do what I originally propose. He's not worn multiple cities at the same time, but he's conversed with multiple cities at the same time. So...New York is my torso, Chicago my head, etc. etc. Cleveland can be the crotch.

Yeah, he has indeed conversed - but it's a different magnitude from conversing/asking them questions, to wearing them into battle.
Regardless, its a good enough tactic for me. At worst, I force a stalemate. At best, I find someway of hurting the global people (I haven't ruled out nukes etc, I just REALLY wanted to use the Sun. The boring tactic is I steal all the nukes and drop em on people's heads, but I really liked the idea of Sunbusters).

This is just about the only scenario I'd consider. If this had started as a tournament first, I'd have secured judges and done the whole shebang with drafts and poster vs poster debates, but KMC's tournament history has been lackluster lately. Now, some of you have already given away most of your attack scenario's. While I can't completely say that no one is allowed to use that information, the contestants should know that they are, in the scenario presented, essentially going in blind. You shouldn't be defending against any specific opponents - your strategy should simply be about you and what you would do with the limited information presented (name, GPS coordinates, power) to win the tournament, in which the winner will then keep his/her power.
*And if I can't find two other judges, I'm writing a scenario where you all gang up on God Blair and somehow, miraculously, are able to weaken me enough to defeat me and keep the powers permanently so that I'm not the most hated man on KMC by judging solo.

But now that I have posted, it will be VERY difficult for some to not go for me - the speedsters, the telepaths, carver's misguided logic etc

I'll judge it on a case by case basis. You shouldn't worry about it too much, if it happens, I'll mentally mark it as against the spirit of the game. Just, you know, do what you do - the strength of your post as a whole will determine the winner, not if someone else goes after you first.
As for alliances, I was considering making all Disney parks Safe Zones where opponents could meet up (like Oblivion Bar) but if someone wanted to set up camp outside of it to kill people they could - but that's just way too much of a hassle. Everyone is riding this train solo.
