He just needs to get past that flesh barrier. Once it's off, the panel is pretty easy access.
How does he get the flesh off, I hear you ask. He strips it off. Before you then quibble, but but QS doesn't just go peeling the flesh off his victims, it's different now, as the T-800 is a robot. QS strikes me as a guy who, once his personal morals are met, is pretty OK with doing most things.

And how does he get the fuel cell compartment open? It doesn't open just like that, and QS doesn't have the strength to pry it open.

You're making it sound like QS top speed(remember he showed he can go even faster while already in super speed mode) is comparable to the truck. As fast as he was(had Beast convinced he was a teleporter) without trying, putting all the stops out imo would get him well away from the explosion without any harm.

Not sure how relevant it is due to the nature and size of them being vastly different, but when he turned the speed on, even the explosion from the cops firing their guns were frozen in time.
