Of course they can. Deploying the national guard in a state of emergency has been done many times in the wake of natural disasters and urban upheaval. Martial law doesn't mean deployment of troops in a civilian area, it means the suspension of civilian habeas corpus and the substitution of military law (which often times means the deployment of troops to enforce said law).I think people in this thread are confusing martial law, deployment of troops in civilian areas, and a military coup d'etat as if they're all one thing.
