2. Vegetto then goes SSB, which in the manga is an absolutely monumental boost of power. Merged Zamasu literally can't react to Vegetto at this point. Based on scaling and Shin's implication, this Vegetto should be more powerful than Beerus by a pretty good margin.
3. Mastered SSB allowed Goku to go from getting oneshotted by Merged Zamasu to stalemating him. Imagine what it'd do for SSB Vegetto, who leaks even more energy. At this point, I think he would be approaching or rivaling Whis.
I agree with your points overall regarding the power of Vegetto.
However I won't comment on Whis because literally we don't have a single clue about his strength compared to Beerus, both in the anime (where the 5-10-15 scale was thrown away long ago) and especially in the manga (where the 5-10-15 scale and 10% line power about Rageta were never even mentioned to begin with).

The English dub did, yeah. Supreme Kai states that "entire galaxies were erased" during Buu's first rampage. DB Kai is also shown during flashbacks in DBS, so it seems to be pretty valid.

Goku could've just teleported Buu somewhere and used some ki blasts or a kamehameha to wake him up. He'd have to wake up if someone was threatening his existence, but whatever, let's go with that excuse to throw Buu under the bus again for a tournament. Happy for Frieza though, but still.
I mean, the English dub isn't necessarily canon lol. You'd have to get someone who speaks Japanese to tell us what was actually said in the Japanese version, but it's not unheard of for the dub to get things wrong. Maybe if you can contact Astner, who speaks the language, and get him the original Japanese of Kai, you can confirm it.
