The storyline:
You have been in carbonite for years, you wake up and find that both the Galactic Republic and the Sith Empire have been over-run and all but destroyed. You have to go find and recruit old companions, including those of other classes as well as new companions. The Eternal Empire is now the supreme galactic super power and your mission is to unite the Republic and the Sith Empire against them in a last chance bid. All of the old leaders, including the Dark Council and Jedi High Council are hiding away or are more likely dead, the former main factions are in ruins as of this point. The 8 PCs are taking over almost completely from this point forwards in terms of faction leadership.
Oh and Empreror Valkorion is described as the biggest threat yet, a.k.a more powerful than Vitiate.
Unless Vitiate is related to Evil Empire mk 2 (i.e. he is, or is closely related to, this other Emperor), it's possible they'll finish off Vitiate before then. Shadow of Revan had quite an extensive prologue release before it came out, so there's still time for more story before this one. It would make sense to clear the decks.
Nothing about this new content makes sense, other than the fact it will be profitable. That is why it is stupid.

There is a question about how much further they can really go with Vitiate though. One more story release to kill him off wouldn't be completely weird.

Honestly, if they kill off Vitiate in an anticlimactic manner, I'll lose all my faith/interest in TOR and what you said seems like the only way for him not to die in an irrelevant way.
But even I who feels this way think that Vitiate being related to this new Emperor is so stupid that I think it would be better if he just died.
