Yeah, Superman should stomp, he's too fast and would break Whis's neck before Whis could even react. Whis can't even move fast without his staff and it's linear speed.

Whis is considerably stronger and more durable. Not 100% sure on how they match up in terms of speed, but it doesn't matter. Whis clapping his hands would have a more pronounced effect than a punch from Superman. 👆
