Not nearly. Variable showings aside, I don't think I've ever seen a sustained case for him above mid herald.
That said, inconsistencies in the tiers do exist. It was never meant to be perfect, or even close to it. It was originally conceived as a very rough guideline for newer members and those new to comics, to guide their understanding of vs. threads. It's far too subjective and amorphous to accurately provide demarcations for tourneys as exacting as the ones we run here on KMC. But, lacking any other method of categorization, we've come to lean on it.

I guess the inconsistent portion of the model leads to Apocalypse tossing Thor then? With that showing alone, I would believe that he would dominate the entire field here. Then again Snowbird is also a very questionable candidate herself.

That's the basis of almost every superhero story. It would get boring fast if the 'heroes' only beat up people weaker than themselves. How many issues of Superman Vs random purse snatcher would you be willing to buy? (Obviously none, because it's a superman comic, but you get what I mean)
