Um... Yes, Vegeta was SSJ2 when he fought Kid Buu.
Goku never fought Kid Buu as a SSJ2.
He immediately went SSJ3.
Anyway, I'm giving this to Vegeta. Majin SSJ2 should be strong enough to kill Mr. Buu, given that he nearly killed Fat Buu, and Mr. Buu is less than half as strong as him. Although... He'd probably have to kill himself... Making it a draw.

Vegeta did go SSJ2 against Kid Buu. You can see it in both manga and the anime.
Wut? As Gogeta said, Goku used SSJ3.

Mr. Boo did better than Ssj2 Vegeta against Kid Boo, and since it is Majin Vegeta = Ssj2 Vegeta post Majin in power, Mr. Boo takes this, and even quite easily, giving his haxed abilities and his regenerative capabilities.

Aside from what Galan said, I don't think Mr. Buu did much better, if at all. He got in a few ineffectual attacks, then got beaten down.
And it was pretty obvious Kid Buu was toying with everyone he fought, so any concept of "better" is hard to determine, when NO ONE really threatened him.
I mean, you could say SSJ Vegeta did better vs Bills then Goku, as people have in past posts, but that's obviously garbage.

Post-resurrection Vegeta was surely weaker than before, since his Ki was still not full:
Chapter: 515 (DBZ 321), P5.3 Context: after Vegeta says he’ll hold off Boo again, so Goku can prepare the Genki-Dama Goku: “You’ll sta-stall for time?…Yo-you’ve just been restored to life. Your ki still ain’t full, is it?!”
However, this fact means nothing in this context because when Vegeta faced Kid Boo as Ssj2 he was still dead, and in that case, nothing in the manga suggested that his power dropped compared to Majin Vegeta: in fact, Vegeta wanted to be controlled by Babidi in order to equal Ssj2 Goku's power level and the last time we see him in the manga (beofre his fight against Kid Boo) we know that it is Ssj2 Majin Vegeta = Ssj2 Goku.
Then, Vegeta reappears and fights Kid Boo as a Ssj2: if somehow his power was lower than his Majin version, AT would have specifically told us by means of Goku (like he did with post-resurrection Vegeta) or another character.
But this did not happen, so assuming that Ssj2 post-Majin Vegeta is < Majin Vegeta is just, well, an assumption and nothing more.

It's true that Kid Boo was toying with everyone there, and this goes for both Ssj2 Vegeta and Good Boo, but the latter was capable to land at least one hit over Kid Boo, while a fresh, full power Ssj2 Vegeta didn't even touch him once (besides with his first charged blast, which catched Kid Boo by surprise).
If you observe the manga-fight, it results quite clear that Good Boo has a slight power advantage over Ssj2 Vegeta, and this fact alone would mean victory in the DBZ universe; then, if you furthermore consider all the haxed abilities at Good Boo's disposal, I can easy see Vegeta going down in a hypothetical fight between the two.
