Also while Talzin had a powerboost on Dathomir, it was also implied she could have been weakened during the fight. She also was able to hold back Dooku and Sidious' lightning at one point. Lets not forget that Sidious' alone brought Yoda's defenses to the max.

I'm still undecided on the thread at hand however. I put Krayt pretty close to ROTS Sidious as it is.
I'd lean Talzin though.
Clearly, the "toe-to-toe" quote referred to the context of an encounter on Dathomir. If she really could go toe-to-toe with him on other worlds, she wouldn't have to lure him to Dathomir to kill him, which was her ultimate goal during SoD.
Oh, and Talzin enjoyed far less success against some pirates just because the location was "sterile" to her, whereas Palpatine killed them all with no issue and Talzin was palpably afraid/wary of him at that stage, and that was pre-TPM Sidious.
Obviously, if she couldn't sustain her powers in such a location (where Sidious would have no particular difficulty using his own powers), then she's not going "toe-to-toe" with a more powerful version of Palpatine in such a location. So the quote is clearly referring to Dathomir.

Why are you using a far pre-prime Talzin despite the fact she explains she learned how to wield the force?
And toe-to-toe doesn't mean beat. Just because she had to lure him to Dathomir to kill him doesn't mean she couldn't compete with him on any other planet 😬
Besides, unless I'm mistaken, that quote came out long before they actually had a fight on Dathomir. I'd hardly say it's "clearly" referring to an event that happened a year later...
