Maybe, but would it put Raditz down? Not likely, imo.
After all, one of Yamcha's charged blasts wasn't even sufficient to incapacitate a Saibamen:
In terms of durability, Raditz>Saibamen.
...Though I suppose Yamcha could go for Raditz' tail(assuming he even knows about that weakness, of course.) Hadn't thought about that until now. Although that tactic is still a long-shot, considering that even Goku only managed to grab Raditz' tail when he was distracted by Piccolo(a luxury Yamcha wouldn't have here.) One-on-one, though, it's hard to imagine Yamcha successfully grabbing his tail. /shrug

Also while Raditz did drop his guard due to Piccolo, Vegeta is the reason Yamcha forgot about the Saibaman.
Assuming Raditz has knowledge of his battle with Goku/Piccolo here, he would know that scouters cannot be fully trusted. However, Yamcha's max ki(when he's not focusing a blast) = 1,480, as confirmed in the Daizenshuu... So there's that.
Yes, I know. I only posted those scans as evidence that one of Yamcha's charged blasts didn't even incapacitate a Saibamen.
Originally posted by StiltmanFTWThe Daizenshuu is recognized as an authoritative DB source, nearly on par with the manga itself in terms of canonicity. What it says should be taken as irrefutable fact unless the manga(or Toriyama himself) gives us a legitimate reason to question it.
Is Daizenshuu that accurate?I mean, King Piccolo stronger than Kami? Popo, too?
As for the power levels of King Piccolo and Popo, you're probably referencing this chart:

It's from Weekly Jump, NOT the Daizenshuu. The latter never listed an official PL for Kami and Popo... No other source does, in fact.
However, going by on-panel statements from the manga(which supersedes ALL), we know that Kami>Popo>Goku(post-Holy Water)>King Piccolo:
Therefore the power levels listed for Kami and Popo in that chart cannot be correct, because it states they are both > Kami(which is clearly false, per the manga.) However, Weekly Jump is usually quite reliable--those particular power levels just so happen to be the exception(s).

To clarify:
The PL chart from Weekly Jump states that King Piccolo and Popo are both > Kami. But per the manga(which supersedes ALL other sources): Kami>Popo>Goku(post-Holy Water)>King Piccolo.
So at the very least we must disregard the PL listed for Kami, as he was obviously FAR beyond the scant 220 it credits him for.
Yeah, I'm gonna go with Yamcha here. Raditz doesn't seem like the type to blow himself up to win a fight, and Yamcha's power level would increase dramatically, like Goku's did, while charging up an attack. Goku was at about 400, and went up to around 900 just by charging his kamehameha. That's over a 2X boost, which made his attack strong enough to put up a fight against Raditz. And Yamcha is only a scant 20 below Raditz, in PL's. Meaning that his power level, while charging a kamehameha would go up to at least a 3,000, meaning it would utterly vaporize Raditz, with little, to no resistance.
