Cable can transmute matter, move in between the moments of time, change ones physiology including genetic code, create high level illusions, extinguish a star, teleport and teleport others great distances, read the minds of planets population, cut off ones oxygen, react at light speed, turn off specific parts of the brain to negate super powers, etc. If he's not running the planet while in battle, hes basically a planetary level reality changer.

The other thing you are ignoring is that he is every bit the tactician Sinestro is and then some. He has done nothing but fight in wars his entire life over multiple timelines and realities.
