It's strange if he was just all "I like magicians, so I want to be able to refer to it as art". Which if that is all he wants then..I dunno. I'd kinda hope congressmen have better things to do then worry about how magic is classified. Or if they don't then hoo boy I should move to Texas and become a congressmen too.
Though if he's talking about stage magic I'm not sure why he's quoting Arthur C. Clarke.
