Oh, and as for the actual topic: him being taken aside and the police called is perfectly acceptable action (I don't know what a ****ing bomb looks like, and if some kid had a mechanical ticking contraption in my class I'd want the ****ing police called too). Asking loaded questions like "Why are you making a bomb you ****ing shit-skinned terrorist?" to him before determining that his clock was not, in fact, a bomb is probably indicative of discrimination.

Then you're a liar. The teacher who knew it wasn't a bomb, didn't even stick up for him and say "Guys, it's not a bomb. It's a f*cking clock. He showed it to me earlier." It's less about the principle of the incident and more about the populism of the outcry for the incident. That's what modern politicians do. Nothing is done proactively. Every policy announcement is a reaction to whatever is popular which is then abandoned once the issue is no longer in the public eye.
There's 2 kinds of politicians. Windvanes and signposts. Sign posts say "these are my principles, this is what I stand for. If you believe in these principles then vote for me". Windvane politicians change their opinions and stances based on what's popular. They go by the old saying "these are my principles. If you don't like them, I have others"
