I agree. The school should have been evacuated. They mishandled a possible emergency (probably because he wasn't sure it was a bomb in the first place and didn't want to create a panic unless she/he was sure). But I don't see how this demonstrates the "racism" here.
I refuse to believe, however, is that the teacher there just went:
"This here stupid towelhead making his fancy little clock-thing, showing off and sh!t! We should call the cops on the f***er, that'll learn im!"
