I think the intention was pretty clear and Imps for all of their power have on occasion suffered from strange restrictions. Prime is powerful but he's not beating Odin because he was more powerful than Mxy as there was a serious asterisk to that encounter, much less one who could destroy Universes or whatever (Because at that level I don't think any mage could do shit to him).

Both of those scenes are in the scans I posted. In the first, Prime says Annataz specifically isn't depowering Mxy.

In the third scan, she says "magic return to imp", but then we don't see Mxy use magic after that. Annataz is the one who uses hers to send him home.

Haters (myself most definitely included) can hate all they want, but there's two undeniable facts among the vagueness:
1. Prime busted into the 5th dimension and took Mxy under his own power. Immense, immense feat.
2. Even after Mxy's power was returned (if it was ever taken - blame shitty writing), he was still afraid Prime was going to kill him if he didn't run away immediately.
