Wolvy, for the Enemy of the State showings and general ninja skills
MM for his powers - although, interestingly, Martians still need to breathe, and so can be detected that way. Otherwise, he'd be top.
Daredevil - like Wolvy, but less skilled.
Nightwing - like Bats, but less so.
Catwoman - a thief, less reliance on gadgets than the Bats, which is both a strength and a weakness.
DS - can't really see him as being stealthy
Cap - Same, only in red, white and blue. I'm sure he has stealth showings in other suits, so interchange him if you wish.
Nightcrawler - he's accompanied by a BAMF noise, and the smell of sulphur. Not exactly stealthy.
DS's list is solid, with the caveat that MM can get into some places unseen that the rest couldn't because of the nature of his powers. In terms of stealth skill, sure, he's further down the list. But there are places he could simply phase into that Batman on his best day would struggle to breach stealthily.

IMHO it's :
1) Martian Manhunter (phasing, shapeshifting, and TP) they'll never see him unless he wants to be seen
2) Invisible Woman (invisibility and force fields) they'll never see her or smell her if she bubbles herself. They'll never hear her either if she rides her force constructs instead of walks on the ground.
3) Nightcrawler (invisibility in shadows and wall crawling). He doesn't even need to use his teleporting power.

Batman routinely has stealth abilities that hide him not only from Superman, but also MM (a telepath of the highest degree):

Granted, Nightcrawler goes invisible in shadow. But he still makes noise, smells, and has body heat. Not to mention X-rays etc.
Of course, none of that compares to Batman sneaking past Zauriel (with inner sight), Superman, WW, AND the frigging Spectre, across a room in broad daylight:
